Benard is the founder and Executive Director of Efficacy Methodology, an independent public policy think tank in Kampala. He is a development positivist with a keen interest in evidence-based public policies. He is well-versed in economic policy, political economy and international relations in Africa, having researched these subjects for over 10 years. His research focuses on governance, policy evaluation, leadership, poverty, marginalisation, climate change and microfinance.

Benard is a PhD student of Public Policy and Governance at Kyambogo University and holds a Masters’s degree in Research and Public Policy from Uganda Christian University.
